Put the pin back in, and gently get the spinner back in place with the tiny band on the side. Clean off these sides, and add a drop of oil to each side if you have it. Lightly sand the sides of the spinner with a fine grit sandpaper.

Pull out the pin inside the drum and keep aside. Remove the drum spinner, note the tiny rubber band wrapping around the one side. Grab a Philips head screwdriver and remove all the screws on top.

This is a delicate fix, so make sure it is done by a competent adult. So, if your weapon doesn't spin, it's time to fix it. The drum spinner is too tight between the forks that hold it in place, which keep it from spinning after a few uses.
